Job Description:

1.Supports implementation of ICT management systems and strategies, focusing on achievement of the following results:

  • Compliance with corporate information management and technology standards, guidelines and procedures for the regional office technology environment.
  • Implementation of the internal standard operating procedures (SOPs).
  • Preparation of results-oriented ICT workplan.
  • Liaise with Information Technology Section ITS in Head Quarter to facilitate completion of service requests or IT support.

2.Ensures effective functioning of the Regional Office hardware and software packages, focusing on the achievement of the following results:

  • Maintain ICT equipment including the servers, printers, personal computers etc.
  • Provision of advice on acquisition and equipment of hardware supplies, making routine repairs and change of hardware electronic components.
  • Facilitate the procurement process to ensure that spare parts are obtained in a timely manner and the equipment is serviced regularly.
  • Assistance in the installation of commercial and in-house developed software and related upgrades.
  • Administer and update the anti-virus programs on a timely basis.
  • Monitoring of file server traffic, usage and performance on a frequent and regular basis.
  • Develop a data backup strategy and implement it.
  • Development of new software packages for high impact results (e.g. office management system, electronic registry, etc) as required.
  • Provide technical support for specialized systems e.g. Avaya telephones, mobiles and projector.
  • Responsible of handling IT equipment (cameras, projector, sound system and laptops) for internal and external use.

3.Provides networks administration services, focusing on achievement of the following results:

  • Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access. Ensure that the UNOCHA desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
  • Response to user needs and questions regarding network access.
  • Trouble-shooting and monitoring of network problems.
  • Routinely checks the functionality and performance of all servers in the office including web servers.
  • Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups.
  • Maintenance of measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities.
  • Maintains the domain controllers and provides user level access support.
  • Ensures smooth functioning of office wireless and wired networks/

4.Provides administrative support, focusing on achievement of the following results:

  • Provision of advice on and assistance in procurement of new equipment for the regional office and projects, provision of technical specifications and information on best options in both local and international markets.
  • Ensure to keep up-to-date inventory of software, hardware and all equipment and Assets of the ROMENA.
  • Maintenance of a library of ICT related reference materials.
  • Maintenance of the inventory and stock of supplies and spare parts in cooperation with the administration unit.
  • Research and retrieval of data from internal and external sources; preparation of statistical charts, tables and reports as required.
  • Provision of ICT support to key events and ensure the installation of all the prerequisite ICT equipment.

5.Ensures facilitation of knowledge building and knowledge sharing in the Regional Office, focusing on achievement of the following results:

  • Participation and assistance in the organization of training for the Regional Office staff on ICT issues.
  • Sound contributions to knowledge networks and communities of practice.
  • Identification and promotion of different systems and applications for optimal content management, knowledge management and sharing, information provision.
  • Organization of trainings for the operations/ projects staff on ICT issues and when needed develop user guidance/manuals.
  • Synthesis of lessons learned and best practices in ICT.
  • Sound contributions to knowledge networks and communities of practice.

6.Develop applications supporting program, focusing on achievement of the following results:

  • Ensure up-to-date operations of MS Outlook mail system, Field Data Management System FiDMS, Who-does-What-Where, Contact Management, Contacts Directory and Website template.
  • Assist with data collection, cleaning and entry for databases maintained by the Regional Office.
  • Assist with document formatting and graphic designing.
  • Assist with streamlining of internal information management processes in the OCHA Regional Office through training and assistance with establishment of relevant guidelines and procedures.
  • Help design, implement and maintain databases required by office management and humanitarian programming
  • Together with the other relevant staff of the Office, develop and implement a dissemination strategy for all information products (e.g. reports, data, and maps) through, for example, hard copy, stand alone executable programmers-, CD-ROMs and websites;
  • Develop and maintain additional information systems using appropriate software platforms to meet any additional information management needs.
  • Any other duties as may be requested by the OCHA Head of Office and Admin Officer.

7.Provides web management services focusing on achievement of the following results:

  • Identification of the opportunities and ways of converting business processes into web-based systems to address the issues of efficiency (office management system, knowledge management systems).

Job Requirements:

         Education:

  • Bachelor University Degree

Relevant Experience:

  • A Minimum Seven years of relevant working experience

Technical Knowledge/ Skills/ Training required:

  • telecommunications facilities, knowledge of Windows-based packages/applications, web maintenance and other related fields.
  • Advanced abilities with MS outlook mail system, MS Access, MS Excel and other software platforms. Certification in these products an advantage;
  • Experience with ArcGIS, MapInfo or other geographic information systems is an advantage;
  • Experience with graphic designing packages specifically Adobe suite is an advantage.
  • Ability to communicate with technical as well as non-technical people.
  • Ability to work with multi-cultural teams and international professionals.
  • Ability to work under stress and to tight deadlines.
  • Ability to work with minimum supervision in a multi-cultural environment.
  • Identifies priority activities and assignments; adjust priorities as required.
  • Ability to deal patiently and tactfully and to have high sense of confidentially, initiative and good judgment.

Language Requirements:

  • Fluency in English and Arabic both writing and speaking.

Other Skills:

  • Experience working for an operational UN Agency or NGO is desirable.
