Every day, we go beyond what's expected and reach for the remarkable, together. **YOUR ROLE** Role Summary The Payroll Quality Assurance (QA) and Compliance Manager is responsible for ensuring quality assurance of the payroll department's policies and procedures, reporting on metrics, and documenting procedures as it relates to payroll. This role will define and implement solutions, controls and best practices within the constraints of collective bargaining agreements, federal and state wage laws, and company pay polices including time off and other benefit requirements to ensure 100% compliance with statutory and regulatory requirements for Alaska Airlines and Horizon Air. Scope & Complexity As a people leader, this role leads and establishes priorities for a team of QA Analysts to deliver on strategy. Key Duties - Leads team and establishes priorities of analysts who will provide ad hoc and routine reporting to business partners and perform regular auditing of payroll and timekeeping processes. - Develops people through effective performance management and ongoing feedback, focusing on delegation for stretch assignments, growing and developing the team for capacity and growth, looking at performance across the team, and time management - Shapes culture of team through action, presence and reinforcement of behaviors - Serves as the domain expert for collective bargaining agreements and regulatory compliance. - Conducts research to understand all labor rules, policy and regulations and organizes findings. - Serves as primary liaison between all labor unions and partner in pay-related investigations. - Reviews findings of payroll and timekeeping audits for labor, policy and regulatory compliance. - Identifies program adequacy/efficiency through comprehensive, in-depth analysis of operational and administrative functions, accounting practices, policies, procedures and management controls. - Writes clear, complete, and concise audit reports, which include audit observations, findings and recommendations for corrective action. - Works in partnership with Labor Relations, Human Resources, Finance and Strategy Planning leadership with respect to contract ratifications, implementation of changes, and financial impact. - Manages compliance changes, updates, and customer communications. - Performs other duties as assigned. Job-Specific Experience, Education & Skills Required - 5 years of experience in payroll compliance and quality assurance. - 2 years of leadership experience. - Bachelor's degree with a focus in business, finance or human resources, or an additional two years of experience in lieu of this degree. - Excellent communication skills, both verbal and written - Experience in interpreting and applying union collective bargaining agreements - High school diploma or equivalent. - Minimum age of 18. - Must be authorized to work in the U.S. Preferred - Experience with PeopleSoft 9.2, Payroll for N.A. and PeopleTools. - Experience with Kronos or other timekeeping application. - Proficient in Microsoft Office Suite.
