The Facilities Manager - Infrastructure has to assume responsibility of Dubai Festival City (DFC - Infrastructure) Operation, which include but not limited to hard and soft FM services, coordinate with stakeholders within the city (mall, hospitality, commercial and residential assets…), coordinate with other internal and external departments (i.e. marketing, asset management, development, DEWA, DCD…etc.). And ensure services are delivered to the highest standards. The job includes managing HS&E and security within the city.
- Manage operation and maintenance of Dubai Festival City and AFGRE site offices (Soft & Hard Services) contracts based on approved performance management system (PRS).
- Manage and ensure daily operation all AMCs within the City.
- Manage Health safety & environment (HS&E) and security within the city.
- Manage and execute one-time jobs.
- Coordinate with AFGRE projects and development team for works related to master plan development.
- Coordinate and support the marketing team for city wide events (AFGRE Mixed-Use, AFGRE Retail).
- Budget preparations, spending and area of saving.
- Contract and tender preparations by capturing all necessary element of the service.
- Review of below ground services drawings required for permit approvals.
- Develop process and procedure (SOPs) to enhance the services within the city.
- Manage and maintain ISO certification.
- Review and approval of site wide work permits.
- Develop business continuity / operation plans.
- Develop risk register and put plans in place to mitigate the risks.
- Utilities data collection and computing and trending for billing (DEWA, TSE, LPG, diesel monthly billing and recovery submission).
- Work with Energy and CCC teams to improve the SOPs and save energy.
- Manage the infrastructure store / centralized store and coordination with development team for the scrap disposal works.
- Evaluate all MEP infrastructure systems and put an enhancement plan to improve the system performance.
Works Management:
- Management of the maintenance regimes and incidental works delivery for all hard and soft services, which may include but not limited to MEP works, landscaping, housekeeping, waste management, pest control. Scheduled jobs; ensuring compliance to set standards and regulatory requirement by carrying out regular inspection, with the objective of enforcing adherence to safety standards.
- Dubai Festival City is maintained to ensure minimum disturbance to stakeholders, tenants and visitors. The scope of the city will include but not limited to landlord building such automotive showroom, Toyota service centre, schools…. etc.
Contract Management:
- Ensure all contracted deliverables are carried out in accordance to the contract.
- Time lines are adhered to and identify any issues which may affect the impact assets.
- Take ownership of the contract and ensure all aspect of the contract is addressed and follow up all on all the issues until completion.
- Conduct gap analysis on all contracts and put a plan to mitigate and ensure efficiency all the time.
Service Standards:
- Implements expected service standards towards the service providers and sub-contractors.
- Ensure all work is carried out with the correct H&S standards throughout DFC.
Soft Services Management:
- Observe and highlight the cleanliness for the DFC infrastructure both developed and undeveloped areas.
- Ensure all service providers work in accordance to the expected cleanliness and good housekeeping within the assets.
- Ensure all perimeter fencing is intact at all time making recommendations for repairs.
- Manage the landscaping element in the city by ensure best of industry practices are applied.
- Work closely with the security service provider to ensure all security gaps are covered and deployment are most efficient at all time.
Coordination:
- Coordinate with Local Authorities: Coordinate with Police, Civil Defence (DCD), Dubai Municipality (DM), DEWA, RTA and other authorities.
- Coordinate with Development: Coordinate with development, marketing, asset management, finance and other Al Futtaim departments.
Reporting:
- Prepare routine and ad hoc reports, with the objective of keeping the management informed about all issues relating to operations of mall and taking necessary action thereof. Prepare monthly financial analysis for operations for the Retail Operation monthly report.
Energy Management:
- Drive improvement in utility saving program in coordination with Energy and CCC teams.
Key Skills & Competencies:
- Able to liaise with tenants of commercial properties from the landlord perspective.
- Prepare documents to put out tenders for contractors. Liaise with relevant government agencies as required.
- Keep senior management informed of all changes in areas of responsibility.
- Able to liaise with, HSE, Security, Sub-Contractors etc.
- Overall responsibility for security on all sites.
- Responsible for site maintenance like HVAC, Electrical, Fire Alarms, FFE, Building / Civil Works etc.
The Facilities Manager - Infrastructure will report to the Head of Facilities Management, however, channels exists for direct communication with the Director - Residential & Commercial Property and other members from the senior leadership team at weekly meetings or as and when required.
To be a successful in this role, you should have a bachelor's degree specialised in mechanical or electrical engineering. Additional qualification in Facilities Management is an asset. Masters in Business Administration is a plus. Minimum of 8+ years relevant experience within a property / facilities management environment with leading developers. Good knowledge & experience in National and International Industry standards (ANSI/ASHRAE, IEEE, IFM, CIBSE).
The Facilities Manager - Infrastructure will have to demonstrate excellent leadership qualities, be customer focused and be able to handle multiple and often conflicting priorities. It is essential the incumbent should have excellent interpersonal skills and a collaborative management style. Excels at operating in a fast pace, community environment. Have the ability to look at situations from several points of view. Delegate responsibilities effectively. Excellent problem analytical skills and problem simulation. Should have a high comfort level working in a diverse environment. Open to direction and collaborative work style and commitment to get the job done. Manage cross-functional relationships effectively. Strong verbal and writing skills, with regards to contractual communication. People management skills & problem solving skills. Excellent managerial & administrative skills however at the same time hands on with day to day business operations. Detail oriented and good reporting skills. Establish clear lines of communication both internally & externally. Strong commercial expertise in driving business results.
