Job Description:

1)Ensure the integration of the Global Fund grant into the main UNDP management and corporate documents and policies focusing on achieving the following results:  

  • Collection, analysis and presentation of background information for preparation of required reports: CCA. UNDAF, CPD),  effective application of monitoring and evaluation tools.
  • Presentation of background information for formulation of country programme, draft work plans, budgets, proposals on implementation arrangements.
  • Compliance of programme activities with standards , UNDP rules, regulations and procedures.
  • Support the CO in management of OAI and SR audits and follow-up to audit recommendations.
  • Prepare budgets and project documents and the revisions.
  • Make sure that all documents of the project and properly archived.
  • Liaise with the sub recipients for all operations-related matters.

2)Support the management of the Global Fund grant focusing on achieving the following results:

  • Follow-up on programme delivery in accordance with authorized programming level (ASL) and suggests measures for adequate utilization of funds.
  • Ensures sound management through monitoring of the workplan and the budget, make budget revisions and tracking delivery and updating expenditures.
  • Provides the Programme Manager with key programmatic and financial data at regular intervals to facilitate early identification of problem areas and suggests remedial actions.
  • Support the Programme Manager in the signature of all key documents (sub recipients, Global Fund, etc.)
  • Liaise with the LFA.
  • Liaise with the Global Fund Support Team for all compliance and operational matters, advisory services and mandatory activities.

3)Provides operational support to the Global Fund Programme, focusing on achievement of the following results:

  • Create requisitions for the purchases to be done within the framework of the grant, follow-up on procurement lead times and manage clarifications from suppliers, prepare and share an annual procurement plan with the Procurement Unit, support the Programme in its relationship with the Procurement Unit of the CO and UNDP Corporate Units.
  • Follow-up on the budget, support the Programme Manager to prepare the reports to the Global Fund, follow-up with the sub recipients of their expenditures, support the finance team in verifying the financial reports of the SRs and their compliance with the budget, prepare the financial part of the annual PU/DR, with support from the Global Fund Team in Geneva and mange the petty cash.
  • Support the Programme Manager in Monitoring and Evaluation activities, making sure that the SRs are providing information according to the approved M&E plan.

4)Ensure facilitation of knowledge building and sharing, focusing on achievement of the following results:

  • Organize the required trainings for the sub recipients.
  • Provision of guidance to the sub recipients on routine implementation of projects.
  • Support the Programme Manager in preparing briefs for the UNCT and high-level meeting on Aids.
  • Sound contributions to knowledge networks and communities of practice.

Job Requirements:

Education:
A University Degree in Business Administration, Public Administration, Economics, Accounting / Finance, Political Sciences and Social Sciences or relevant discipline is required.

Experience:
2 years of relevant experience in programme and administrative support service. Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management ERPs.

Language Requirements:
Fluency in English and Arabic
